Davida Walsh Farrar is an Attorney Advisory in the Division of Consumer
Education and External Affairs at the Consumer Financial Protection Bureau.
She focuses on the development of policy and consumer education across a range of
consumer finance topics, including mortgage origination and servicing, debt collection, payments
and deposits, consumer credit, and consumer reporting, with a focus on economically
vulnerable consumers. She has played a significant role in the CFPB’s participation on
the Alternative Reference Rates Committee, to help facilitate the transition away from LIBOR.
Prior to joining the CFPB, Ms. Farrar worked in the House of Representatives, where
she focused on mortgage and housing issues in the midst of the 2007-2008 financial crisis.
She served as Legislative Counsel to Representative Bill Delahunt (MA-10), where she
advised him in his role on the Judiciary Committee, including the Administrative Law
subcommittee, and pursued efforts to amend the Bankruptcy Code to facilitate principal reduction
with respect to primary residence mortgages.
Ms. Farrar also served as Counsel and Senior Policy Advisor to Representative Elijah E.
Cummings (MD-07), and managed his financial services portfolio, including legislative and
oversight priorities on foreclosure prevention and housing policy, and advising him in
his role on the Joint Economic Committee. When Rep. Cummings became Ranking Member of
the House Committee on Oversight and Government Reform, Ms. Farrar became shared Committee
staff and in that role, she led outreach and dialogue among Members and federal
regulators around efforts to mitigate foreclosures, and led an investigation of the
nation’s largest financial institutions for improper mortgage servicing
and foreclosure practices, as well as investigations into the actions of
government-sponsored enterprises. Ms. Farrar was also the recipient of
a Women’s Research and Education Institute Fellowship.
Ms. Farrar received her B.A. (Political Science) from the University of
Wisconsin-Madison, and her J.D. from Boston University School of Law.
