Ky Tran-Trong is Vice President and Associate General Counsel, Global Regulatory Affairs at Visa. He works on core payment product, emerging payments/fintech, and other payment systems issues. Ky currently serves on the Consumer Financial Protection Bureau's Consumer Advisory Board, and was recently inducted as a fellow of the American College of Consumer Financial Services Lawyers.
Prior to joining Visa in 2011, Ky was a member of the Regulations section in the Division of Consumer and Community Affairs at the Federal Reserve Board where he was the regulatory team leader on consumer financial deposit and payment systems laws, including the Electronic Fund Transfer Act and the Truth in Savings Act. In that role, he led rulemakings under Regulation E implementing new consumer protections for prepaid cards, including the payroll and gift card rules, and overdraft services. He also worked on the Fed's pre- and post-CARD Act credit card rulemakings, the debit interchange rule under the Durbin Amendment, and on consumer financial privacy issues and rulemakings under the Gramm-Leach-Bliley Act and the Fair Credit Reporting Act. Following his time at the Fed, Ky practiced in the Global Banking and Payment Systems group at Paul Hastings LLP, focusing on electronic payments and money transmission issues.
Ky is a graduate of Duke University, and received a J.D. from William and Mary Law School and an LLM from the University of London. He served as a law clerk for the Honorable Vanessa Ruiz at the District of Columbia Court of Appeals following law school.
