Rick represents depository institutions and non-depository lenders and service providers involved in the design, marketing, origination, servicing and collection of consumer financial products and services. Rick's focus includes student lending, auto finance, small dollar products, electronic payment systems and Internet delivery. Rick's government experience supports his extensive involvement with clients affected by CFPB rulemaking, examination and enforcement action.
From 2011-2013, Rick served as an Assistant Director at the CFPB, leading the Installment and Liquidity Lending Group in the Research, Markets and Rulemaking Division of the Bureau. Rick's responsibilities included advising all divisions of the Bureau with respect to market information and policy issues in the installment and specialty lending areas, including vehicle finance, student lending and payday lending.
Prior to joining the Bureau, Rick practiced law for 31 years, principally involved in consumer financial services law and retail financial services regulation. His practice included all aspects of state and federal regulation of retail financial products origination and marketing, e-payments, regulation of financial service entities, and lending, deposit, and insurance transactions. Rick was the leader of the Banking and Financial Services Group at Pierce Atwood LLP in Boston and Portland.
Rick also served as an adjunct member of the faculty of the Morin Center for Banking Law at Boston University School of Law from 2005 to 2011 and is a frequent national lecturer on consumer financial services law.
From 1978 to 1979, Rick served as Law Clerk to the Honorable Frank M. Coffin, then Chief Judge of the U.S. Court of Appeals to the First Circuit.
