Mr. Langer was Senior Counsel at Macy’s, Inc. in Mason (Cincinnati), Ohio. Macy’s owns a federal savings bank, FDS Bank. His primary areas of responsibility included privacy and data security/safeguarding, telemarketing/e-marketing, collections, credit reporting/fraud and disputes, bank and holding company regulatory/governance, prepaid/gift card, debt cancellation and federal/state legislative review matters, as well as substantive support on defense of consumer credit (including class action) litigation.

Mr. Langer is a former partner of Jones Day and another AmLaw 200 firm. He is a Past Chair (2003-06) of the American Bar Association Business Law Section Consumer Financial Services Committee. Jeff is a Founding Fellow and currently is Treasurer of the American College of Financial Services Lawyers, as well as a member of the Governing Committee of the Conference on Consumer Finance Law, publisher of the Consumer Finance Law Quarterly Report. He is an editorial advisor to Consumer Financial Services Law Report (Thomson Reuters). Jeff is a Fellow of the American Bar Foundation. He is a former outside counsel member of the Consumer Bankers Association Lawyers Committee. Jeff has been named to Illinois Super Lawyers (2010) and Ohio Super Lawyers (2008) in Banking Law, and received the Top Compliance Counsel Award from First Chair, a Chicago-based organization of elite in-house and outside counsel, in August 2011. Jeff also received the ABA Business Law Section Chair’s Award for outstanding contributions to the Section in 2006.

Jeff publishes and speaks regularly on consumer financial services and banking law issues. He has authored or co-authored articles in The Business Lawyer (Annual Survey of Consumer Financial Services Law), Consumer Finance Law Quarterly Report, Credit World and Consumer Financial Services Law Report. Jeff has spoken at conferences and programs sponsored by the Practising Law Institute, Executive Enterprises/Banking Law Institute, the American Conference Institute, the ABA Business Law Section, the Credit Law Institute/Conference on Consumer Finance Law, the Institute for International Research and the Chicago and Columbus (Ohio) Bar Association Consumer Credit Committees.

Mr. Langer received a J.D. in 1980 from Northwestern University School of Law in Chicago, where he was Notes and Comments Editor of the Northwestern Journal of International Law and Business. He received a B.A. summa cum laude with Highest Distinction in History, Phi Beta Kappa, in 1977 from the University of Illinois at Urbana/Champaign.
